Commented Issue: Creating Site Collection Fails [19147]

The script runs great up until the point of creating the site collection for the portal web app. I have re-ran the script a couple times and still receive the same error. I am not able to figure out what or why it's failing. i have the same issue, but i do use the Standard Port (80,443) ? Any ideas?
