While I agree the articles are old, fundamentally SharePoint has not changed.
Your point on multiple admins being able to apply changes doesn't apply. As this scenario can and does occur with a single CA Instance. This can also occur while using custom solutions or PowerShell. SharePoint has built in protection for this scenario, we have all see the error "An update conflict has occurred, and you must re-try this action".
