Solution:
On a clean install of Windows 2012 R2

I copied and then renamed, this also fixed my issue. "rename the file C:\windows\System32\ServerManager.exe with ServerManagerCMD.exe"

now the server keeps rebooting and I'm still seeing the same issue but before it I see error configuring asp.net 4.
I'm testing windows 2012 R2 and SharePoint 2013 RTM.
