Created Unassigned: Initialize-SpResourceSecurity generates error [22026]

The script runs through to Initialize-SPResourceSecurity and then throws an error. When the script run the SharePoint Products config wizard it throws this error:

An exception of type System.ArgumentException was thrown. Additional exception information: Cannot apply security settings to resource HKEY_CLASSES_ROOT\APPID\{0FF1CE15-0200-0000-0000-000000000000} as it does not exist.

I checked that regkey does NOT exist on the server. It was the same regkey that was shown when the Initialize-SPResourceSecurity command key throws its error. The install account is a local admin and is the appropriate WSS admin groups.

This is using the downloaded the latest version of the autospinstaller downloaded Sept. 24th. Has anyone else seen this?
