I experienced all kinds of issues running the pre-req installer (online) on a Server 2012 Box. After pulling my hair out, it turned out that my clients WSUS did not have any of the packages that SP2013 needs available.
To resolve this, I followed Method 2 from http://support.microsoft.com/kb/2734782 and checked "Contact Windows Update directly to download repair content instead of Windows Server Update Services (WSUS)"
After this, I ran gpupdate /force and the install completed successfully.
I think we should check if the Server is configured to use WSUS and either enable then disable this gpo or provide a warning so that they can troubleshoot this quicker!
