Commented Feature: Check full text search is enabled if Access services is enabled [20842]

If Access Services is enabled to be installed, Full Text Search is required in SQL server. The scrupt could verify that this option is installed with the query:

SELECT FULLTEXTSERVICEPROPERTY('IsFullTextInstalled')

Which will return 1 or 0.

Will need to give this a bit of thought. For example, we only really want to check the instance for which Access Services 2013 has been requested (sure, most cases this would be the default SQL instance, but not always - we can specify a different SQL instance for any and all service apps). Also, is the query above supported for all versions of SQL server (and is the syntax the same)? Finally we want this check to run only for SP2013 installs; it should be ignored completely for 2010.
